Why a heat pump gets stuck in one mode
A heat pump is an air conditioner that can run backward. A reversing valve, driven by a small solenoid, redirects refrigerant so the outdoor coil either absorbs heat from the air or gives it up. When that valve sticks or the solenoid fails, the system may heat in July, cool in January, or blow lukewarm air in both modes. It runs, it sounds normal, and the house never reaches the temperature you set.
Other faults look the same from the couch. A failed defrost board leaves the outdoor coil iced over. A low charge from a slow leak weakens both modes. A worn capacitor or contactor keeps the compressor from starting, and an outdoor fan that stalls kills the heat transfer. How we test a heat pump in heating and in cooling
A heat pump has to be tested in both modes, because a fault in one is often invisible in the other. The technician runs it in cooling and in heating, reading pressures, the temperature difference across the indoor coil and the amp draw on the compressor and fan. They watch the reversing valve shift and confirm the thermostat is sending the right signal. A system that behaves in one mode and fails in the other narrows the search quickly.

How to tell a defrost cycle from a fault
In cold, damp weather a heat pump's outdoor coil frosts over, and the system briefly switches to defrost to melt it. During defrost you may see steam rising from the outdoor unit, hear the fan stop and the reversing valve whoosh, and feel milder air indoors while electric heat strips warm the house. That is normal, and it should last a few minutes, not an hour.
It is a fault when the coil stays buried in ice, when defrost repeats over and over, or when indoor air stays cold with no strips warming it. Bring strange noises to a technician early, because problems range from mild to severe and early attention keeps small repairs small.
